Michael Thomas is the Managing Director of JEC Property Consultants Ltd. He is a professionally qualified Chartered Quantity Surveyor elected Member of the Royal Institution of Chartered Surveyors in 1991 and a Member of the Chartered Institute of Building since 1992. He is also a Member of the Cayman Society of Architects, Surveyors and Engineers. Mike is also an RICS Registered Valuer and an RICS Commercial Mediator.
Michael became a Director of JEC in 1995 and Managing Director in 1998 and in that time he has overseen numerous construction projects in the Cayman Islands in varying capacities up to a construction value a hundred million. He has prepared and overseen countless independent valuation reports, feasibility studies and development appraisals for banks and lending institutions on issues of construction cost and value. In more recent years Michael has been increasingly involved in dispute work, having been appointed as expert witness for both valuation and construction disputes and has given expert witness testimony both in Court and at Arbitration. Additionally, Michael is also an accredited RICS Registered Commercial Mediator.

Alex Manfield MRICS AAPI CPV

Alex has over 15 years of experience in the property industry. After graduating from Bond University with a Bachelor of Property and Sustainable Development majoring in Valuation, he has worked for global property consultancy JLL and Australia’s largest valuation and advisory firm Herron Todd White. He has worked across the residential and commercial sectors providing reports and advisory services for a wide range of corporate and government clients.
Alex arrived in Grand Cayman in 2018 after spending 10 years working in Brisbane and on the Gold Coast. Previously Alex has also operated as a Licensed Real Estate Agent in Australia and currently serves on the Royal Institution of Chartered Surveyors (RICS) Cayman Chapter board.

Michael has over 20 years of experience providing valuation and property development advice across various international markets, including: the Caribbean Region, United Kingdom, Europe and Australia and has reported to various leading global financial organisations, government bodies and individuals. He has held senior positions at BCQS International (Head of Valuations – Caribbean Region) and two of the top three global property consultancy companies (JLL and CBRE). Michael specialises in large scale mixed-use feasibility studies/valuations and hotel valuations.

Rory Andrews MRICS
Partner | Chartered Surveyor | Registered Valuer
Rory is a Chartered Surveyor who has worked in the Cayman Islands Property Industry for 4 years and prior to that he was based in the City of London for 5 years. Rory obtained a Bachelor of Science degree in Real Estate Management from Oxford Brooke’s University in 2015 and became a member of the Royal Institution of Chartered Surveyors in 2018. Rory has extensive experience within the Office Agency, Strata Management, Asset Management and Valuation sectors.
He has extensive experience in dealing with all types of property, assisting clients through acquisitions & disposals, new lease negotiations, service charge/CAM issues and the day to day running of Stratas and Commercial Plazas. In his Asset Management role he has a depth of experience in obtaining the best rental and capital returns and advises on portfolio strategy and opportunities for asset enhancement.

Neal Ainscow MRICS
Chartered Surveyor | Registered Valuer
Neal has over 10 years experience in the Cayman Islands. He was previously a member of the Valuation and Estates Office team in the Lands & Survey Department of the Cayman Island Government. His main responsibilities involved the provision of valuation advice, both informal and ‘Red Book’, mainly on individual properties over the majority of property asset classes throughout the islands. The purposes of valuation ranged from the revaluation of all the Government’s property assets, potential Government acquisitions, disposals and determining the market value of property for stamp duty purposes.
Neal worked in Romania in the valuation and investment department of King Sturge’s Bucharest Office before joining the Lands & Survey Department. He was involved in the provision of ‘Red Book’ valuation advice on individual or property portfolios over the majority of property asset classes throughout Romania on behalf of banks, investment funds, and developers, for financial statements, loan security & stock listing purposes, in addition to providing market over views and feasibility studies for these clients. The investment remit covered all asset classes providing advice and recommendations regarding acquisition and disposals of investment products, exit strategies, international marketing, property characteristics, tenant pro le and market analysis, either for individual or property portfolios.

Stefan Meyer BSc Quantity Surveying
Senior Quantity Surveyor
Stefan is a highly driven Quantity Surveyor and Project Manager with over 10 years of experience in delivering astute cost and contract management for developers in the retail, residential and commercial sectors. Stefan joined JEC in 2023, after working as a specialist developer’s quantity surveyor in both Cayman Islands and South Africa. He obtained his BSc Honors degree in Quantity Surveying from the University of Free State, South Africa, and has a proven track record of costs management and executing project delivery for large scale residential type contracts.
Stefan is an adept leader of pre-tender management, feasibility studies, cost monitoring and streamlining contract processes. He values the importance of maintaining good client relationships and transparency in reporting.

Thomas Ryan MRICS
Chartered Surveyor
Thomas is a Chartered Quantity Surveyor with over 8 years of experience in the construction industry. Since graduating from The Technological University Dublin with a Bachelor of Science in Quantity Surveyor and Construction Economics, he has worked for Dublin based Construction Consultants, Mitchell McDermott and O'Byrne Jenkins. He has worked across the residential, commercial, hospitality, leisure, industrial and health sectors carrying out the full scope of quantity surveying services from initial concept to project completion on projects ranging in value from 2 million to 100 million euro. Thomas also holds a professional diploma in Project Management from the University College Dublin and a Post Graduate Diploma in Strategic Project and Programme Management from the Institute of Project Management Ireland.

Kevin O'Loughlin Bsc. MRes.
Senior Quantity Surveyor | Project Manager
Kevin brings a wealth of contracting experience to JEC. Kevin spent the first 4 years of his career in London, UK where he undertook both pre-contract and post-contract QS responsibilities for MEPF Sub-Contractors on commercial projects up to $30 million in value. In 2018 Kevin left his position of Senior MEPF QS and moved to San Diego, California where he worked as a Project Manager for a General Contractor delivering 15 individual projects up to $5 million in value over a 2-year period. Kevin returned to London, UK in 2021 where he worked as Commercial Manager on MEPF projects up to $40 million in value. Kevin relocated to Grand Cayman in October 2023 and is relishing his new role as Consultant QS. Kevin’s contracting experience, MEPF knowledge coupled with his accurate estimation, project management and reporting skills make him a great addition to our team.

Enfys Nair MRICS
Registered Valuer | Chartered Surveyor
Enfys is a Chartered Surveyor and RICS Registered Valuer who joined JEC in 2024 with over 12 years’ experience in the property industry. Enfys relocated to Grand Cayman in 2019 where she has focused on valuation work as well as strata and commercial property management. Prior to this, she lived in the UK and worked at Innes England, commercial property consultants based in the East Midlands. There she worked with a varied clientele and her diverse workload comprised property valuations, asset management, landlord and tenant advisory work, as well as sales and acquisitions. Preceding this, Enfys worked at Transport for London’s property department, managing its non-operational property portfolio. Enfys was awarded the degree of Bachelor of Science with First Class Honours in Real Estate at Nottingham Trent University in 2013. She is a personable individual with meticulous attention to detail; a valuable addition to the JEC team.
